Government Takes Strict Action Over Delay in Student Union Elections: Notices Issued to Higher Education Director and University Registrars

The government of Uttarakhand has taken serious action against the delay in conducting student union elections in state-run universities and colleges. Notices have been issued to the Director of Higher Education and registrars of four major universities, demanding a detailed written explanation within a week regarding the failure to conduct elections on time.

Government’s Directive Ignored, Explanations Demanded

On April 23, 2024, the state government had issued an academic calendar with clear directives for conducting student union elections in all state universities and colleges by September 30, 2024. Along with this, guidelines were also provided for uniform examination schedules, consistent results, and joint convocation ceremonies across institutions.

However, elections were not held within the stipulated timeline at several key universities, including Kumaun University (Nainital), Soban Singh Jeena University (Almora), Sri Dev Suman University (Chamba, Tehri), and Doon University (Dehradun). In light of this, the government expressed its displeasure and sought explanations from the Higher Education Director and the registrars of these institutions.

Growing Student Protests and Disruptions

The delay in conducting elections has triggered widespread protests by students at various colleges and university campuses. The students, frustrated by the postponement, have been holding demonstrations, which have disrupted the academic environment. Many of them cited the recommendations of the Lyngdoh Committee, which mandates timely student union elections to ensure democratic representation in educational institutions.

One Week Deadline for Explanation

The state government has taken the issue seriously and has issued formal notices to the concerned officials, requiring them to submit a detailed written explanation within a week, supported by facts. If satisfactory responses are not received within the deadline, the government has warned of strict disciplinary action in accordance with established regulations.

Statement from the Higher Education Minister

Uttarakhand’s Higher Education Minister, Dr. Dhan Singh Rawat, commented on the matter, saying, “The government had already issued clear instructions to ensure timely student union elections. Explanations have been sought from the concerned authorities, and appropriate action will be taken once the responses are received. The government is committed to maintaining democratic processes in educational institutions and safeguarding students’ rights.”

This decisive move by the government signals that it will not tolerate any laxity in the educational system. Conducting student union elections on time is not only crucial for upholding the democratic rights of students but also for ensuring peace and stability in academic institutions.
