Police have filed a FIR against an Uttarakhand minister for thrashing a man on the road in Rishikesh.

The FIR was filed at the Rishikesh police station under IPCA sections 147 (rioting), 323 (voluntarily causing harm), and 504 (intentional insult with intent to cause breach of peace).

An FIR (first information report) was filed by the state police the day after Uttarakhand cabinet minister Prem Chand Aggarwal was involved in a physical altercation with a man on a busy road in Rishikesh on Tuesday, which was captured on video.

Surendra Singh Negi, the person allegedly assaulted by the minister, his gunman, the PRO, and others, filed the complaint.

On Wednesday, a FIR was filed at the Rishikesh police station under Indian Penal Code (IPC) sections 147 (rioting), 323 (voluntarily causing hurt), and 504 (intentional insult with intent to provoke breach of peace).

“We have booked finance minister Prem Chand Aggarwal, his PRO Kaushal, gunner Gaurav, and three-four unidentified people on a complaint given by Surendra Singh Negi,” said senior superintendent of police Dehradun DS Kunwar, adding that they will conduct a fair investigation into the matter.

According to a tweet from Dehradun police, they have filed FIRs under relevant sections on both parties’ complaints.

According to the statement, the accused will face appropriate and stringent punishment.

“The investigation will be unbiased, and no perpetrator will be spared.” “We ask for everyone’s help in maintaining law and order,” he said.

After his family members, locals, and Congress workers protested outside the Rishikesh police station, the police filed a FIR on his complaint.

Negi, who lives in lane number 4, Shivaji Nagar, Rishikesh, described the incident as follows: “I was on my way from market to AIIMS police chowki around 1:30pm for some work.” We became stranded in traffic near Bhardwaj Hospital. I noticed Minister Aggarwal’s official vehicle standing nearby, to the right side of our bike. While I was speaking with Dharamvir, the minister lowered the car window.

“What are you saying?” rebuked the minister. I replied that it was not intended for him. The minister became enraged. He got out of the car and smacked my knee twice. He then hurled insults at me.”

“The minister’s gunner and a friend stepped in.” Kaushal Bijalwan, the minister’s press secretary, slapped me. They all banded together and defeated me. “I tried to flee to save my life,” he said.

Meanwhile, Negi claims that the police have filed a “fake FIR” against him.

Negi and his friend Dharamvir have been charged with criminal intimidation under sections 392, 332, 353, 504 and 506 of the IPC in response to the minister’s PSO complaint.

Gaurav, the minister’s PSO, had a completely different take on the incident.

“Negi and Dharamvir attempted to break the minister’s vehicle window by hitting it. Negi began abusing when the minister came out to speak. He then snatched a PAN card, $1,150 in cash, and religious items from the minister’s kurta pocket, which was held by his collar, and tore it down. When I tried to stop him, he tore down my uniform and began beating us,” he stated in his complaint.

Negi also allegedly threatened the minister and attempted to take his pistol.

Negi, on the other hand, denied the allegations.

“The truth cannot be defeated.” 

“In the video, everything is clear,” he claimed.
